St John's Wood
Located bang smack in the middle of town, at the main Susukino intersection, next to Macdonald's. St John's Wood is an Irish style pub open till late and they always show sports. You can make requests too. One of the few bars that sell Hoegaarden on tap among other beers.
A proper pint of beer starts at about 800 yen, so not exactly cheap, but the staff are friendly (some of them!). The food is alright but I don't recommend it, and it's pricey. There's always a seat at the bar if you are alone, which is a good opportunity to meet people, and it's easy to get a table if you're in a small group. Unfortunately, no standing which means you can't really walk around and chat to randoms which is one of the only complaints I have. I hope they change this.
In the summer you can sit out front and people watch or cat call girls. Best seats in town and no seating charge. Seating charge sucks. Always ask before you sit down, in any bar in Sapporo, if there is a seating charge because you won't know until you get the bill. Not a nice surprise.
